Pursuant to N.J.S.A. 19:44A-20.4 et seq., P.L. 2004, Chapter 19 (as amended by P.L. 2005, c.51) and Cherry Hill Ordinance 2007-21 entitled “Public Contracting (“Pay-to-Play”) Reform Ordinance” and Ordinance 2008-9 entitled “The Cherry Hill Transparency Reform Act”, Cherry Hill Township will solicit Statements of Qualification for applicants for professional service position appointments. Pursuant to Cherry Hill Township Ordinances 2007-21 and 2008-9, any vendor which enters in a contract or agreement with the Township of Cherry Hill or any department or agency thereof shall file a disclosure statement as set forth in the Ordinances prescribed by the Township of Cherry Hill identifying all reportable contributions to any Cherry Hill Township candidate for Mayor or Township Council or officeholder of political committee required to be reported pursuant to N.J.S.A. 19:44A-1, et seq. Copies of Ordinances 2007-21 and 2008-9 can be reviewed in the Township Clerk's Office.
REQUEST FOR PROPOSAL - PROFESSIONAL SERVICES CONTRACTS TO BE AWARDED BY ESTABLISHED QUALIFICATION CRITERIA FOR BANKING SERVICES
Notice is hereby given that sealed proposals addressed to Nancy L. Saffos, Township Clerk, will be received up to 11:00 A.M. prevailing time on August 25, 2010 at which time they will be publicly opened and read by the Purchasing Agent of the Township of Cherry Hill, at the Municipal Building, 820 Mercer Street, Room 208, Cherry Hill, New Jersey.
Proposal Forms, Instructions to Bidders, Specifications and other Bidding documents may be examined or obtained at the office of the Township Purchasing Agent, during the regular business hours of 9:00 a.m. to 5:00 p.m. at the above address, Room 207.

Pursuant to Cherry Hill Township Ordinances 2007-21 and 2008-9, any vendor which enters in a contract or agreement with the Township of Cherry Hill or any department or agency thereof shall file a disclosure statement as set forth in the Ordinances prescribed by the Township of Cherry Hill identifying all reportable contributions to any Cherry Hill Township candidate for Mayor or Township Council or officeholder of political committee required to be reported pursuant to N.J.S.A. 19:44A-1, et seq. Copies of Ordinance 2007-21 and 2008-9 are attached.
Responses to the following professional position should address the general criteria and mandatory minimum criteria for the position sought. All responses will be treated as confidential and reviewed only by the governing body, unless otherwise required by law.
The applicant/proposer shall submit one (1) original and three (3) copies of his/her proposal to the attention of the Purchasing Department in a sealed envelope indicating the professional service being offered. Appointments shall be for a three year term estimated to begin October 1, 2010. Price and other factors considered
The Township Council reserves the right to reject any or all proposals in whole or in part and to waive such informalities as may be permitted by law. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq., Affirmative Action requirements.
If awarded a contract, your company/firm will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.S.C. 17:27-1 et seq., N.J.S.A. 19:44A-20.4 et seq., P.L. 2004, Chapter 19 (as amended by P.L. 2005, c.51) and Cherry Hill Ordinances 2007-21 and 2008-9.

1. Section III Q7 – Do we offer credit card or electronic payments as a service? – Is this to make payments with credit card or electronically or to receive payments in this manner?
Answer: To receive payments in this manner.
2. Section III Q8 – Please describe your existing escrow service.
Answer: We do not have one at this time.

If this service is offered through an outside provider, please provide the name and background information on the provider along with the names of other municipalities of similar size to Cherry Hill currently being serviced. What is your business contingency plan for Electronic Tax Payments?
3. Please explain in detail what is meant by “business contingency plan for Electronic Tax Payments”?
Answer: Do you (vendor) offer the service receiving tax payments via internet. If so, explain how it works.
4. Does the Township of Cherry Hill wish to use a bill presentation solution?
Answer: No
5. Which entities currently have a merchant service account?
Answer: Municipal Court Merchant Fee & CH Twp Recreation Merchant Fee.
6. How many merchant id numbers are currently in place?
Answer: Two – possibly eliminating one
7. What make, model and version of the hardware or software used to process credit card transactions now?

8. What is the annual Visa and Master Card volume and the average transaction amount?
Answer: MasterCard – 350 transactions - $206.00 Visa – 1644 transactions - $173.89
9. What is the method of processing? e.g. face to face, internet, phone payments, or mail order?
Answer: face to face, machine in court, no phone
10. Does the township currently use a bill presentment solution or will they want to implement such a service? Are the fees involved for that service part of this RFP?
