Community Development - Affordable Housing

Cherry Hill Township provides for the set-aside of 20 percent of units in every multi-family development for low and moderate-income households. Of these units, 10 percent are for purchase by low- to moderate-income households, and 10 percent are for rental by low- to moderate-income households. The number of affordable units may vary on a particular site, subject to court interpretation or a court order.

Available purchase and rental units are offered to families based on income eligibility requirements.

Moderate Price Housing (MPH)
NOTE: MPH applications are not available at this time.

The Moderate Price Housing programs control the size of the units, the number of bedrooms, the income of the buyer or the tenants, the resale prices and the rents.

Purchasing an MPH Unit
Any applicant meeting the income eligibility requirements for the program, who wishes to purchase an MPH unit, must obtain their own financing for the unit. An owner of an MPH unit must comply with the guidelines outlined in the deed restriction on that unit. Specifically, the unit can only be resold to an income eligible household, for a price determined by the Township, based on a percentage increase in the HUD median income. Future resales are restricted so that the units remain affordable.

Renting an MPH Unit
An applicant must meet both a minimum and maximum income to be eligible to rent under MPH program guidelines. Rents are structured at an affordable level, and will not exceed 30percent of a tenant family's gross annual income.

Families renting under this program are re-certified annually to determine that they continue to meet the income eligibility requirements of the program.

Description of MPH Units
Both the purchase and rental programs have one, two, and three bedroom units available. These units are constructed in a similar fashion as the market priced units, and are situated in the development in a desirable location.

Establishing a Waiting List for MPH Units
The MPH purchase program operates from a waiting list.

Applications for the waiting list are taken periodically. At such time they are advertised in the Courier Post and notices are sent to civic groups, churches, and synagogues in Cherry Hill and surrounding towns. Applications for the rental program are accepted on a first come, first serve basis. Those applicants not placed in units are placed on a waiting list. Applications for the MPH purchase program are drawn in a lottery to determine their place on the waiting list.

Notification of Applicants to the MPH Program
As an applicant's name reaches the top of the list they are notified via certified mail of the availability of a unit. A rental applicant is allowed one notification, after which their name is removed from the list. A purchase applicant is allowed two notifications, after which their name is removed from the list. In both cases, applicants may reapply to either program when more applications become available.

SECTION 8
NOTE: Section 8 applications are not available at this time.

The Section 8 Program is a rental assistance program for low-income families. The Township of Cherry Hill, empowered to act as a Public Housing Agency (PHA) under NJSA 55:14A-56, administers the Section 8 Program in the Department of Community Development. The program is funded by allocations received from the U.S. Department of Housing and Urban Development.

Under this program, the PHA makes monthly housing assistance payments to a landlord on behalf of an eligible family. The family selects a decent, safe, and sanitary dwelling unit in Cherry Hill and PHA payments to the landlord help the family pay the rent. Participating families will pay approximately 30 percent of their adjusted monthly income towards the rent.

Establishing a Waiting List for Section 8
Applications from interested persons will be accepted during specific time periods only. Notices will appear in the Courier Post. Notices will also be distributed throughout the Township's municipal building, apartment complexes, civic groups, tenant associations, churches and synagogues, and social service agencies in Cherry Hill and surrounding communities.

Applications are accepted by mail and in person during a specified time. Each eligible applicant will receive a place on the waiting list determined by the order the completed application is received. Preference is given to applicants who live, work or attend school in Cherry Hill at the time they apply.

Notification of Applicants to the Section 8 Program
As Section 8 Vouchers become available, they will be issued to eligible applicants on the waiting list in the following order:
1. Applicants living, working or attending school in the Township at the time they apply.
2. Applicants who do not live, work or attend school in the Township.

Affordable Rental Housing at Tavistock (ARHAT)

ARHAT is a non-profit moderate-income, rental housing assistance program.

Eligibility is based on NJ COAH's 2009 annual gross income limits for the entire household according to size:

Rent rate is equal to 30% of household income minus utility allowance set at the start of each calendar year and based on the number of bedrooms in the unit. To qualify for occupancy, the household must meet all requirements and comply with the Federal HUD Housing Quality Standards (HQS).
